THREE-STRIKES
PROGRESS -- The most welcome initiative
scheduled to be on the November ballot this year
is a much-needed reform of California’s
“three strikes” law, passed by California
voters in 1994. It deserves the support of
people who want laws against violent crimes to
be tough but sensible.
The
measure does not abandon the idea of enhanced
punishment for violent criminals who are repeat
offenders; indeed, it toughens penalties for
child molesters. But it will end the
unreasonable practice under current law of
sending those convicted of petty offenses to
life in prison at great cost to taxpayers. |
